Headquarters: Cold War is a fast-paced turn-based strategy game set in a hypothetical conflict between NATO and the USSR in 1984. Players can choose either side across two plot-driven campaigns and a range of skirmish missions.

The combat system emphasizes positioning, cover, and terrain. Units have detailed armor on the front, side, back, and top, while destroyed vehicles and buildings, high ground, and destructible environments affect each battle.

Between missions, players can build and customize their force by assigning heroes, leveling up units, and using Headquarters skills. The game also includes new officer skill trees, utility and attack helicopters, and a map editor for creating custom skirmish and multiplayer maps.
